Pengakreditan Pembelajaran Berasaskan Pengalaman Terdahulu (Accreditation of Prior Experiential Learning, APEL) merupakan agenda nasional Pembelajaran Sepanjang Hayat (PSH) dalam mewujudkan masyarakat berilmu. APEL memberi peluang kepada mereka yang mempunyai pengalaman kerja tetapi kurang atau tiada kelayakan akademik untuk menyambung pelajaran di Institusi Pengajian Tinggi. Secara umumnya, penilaian APEL melibatkan penilaian terhadap ilmu yang diperoleh oleh seseorang menerusi pendidikan formal (kelayakan akademik), tidak formal (pengalaman kerja) dan bukan formal (kursus pendek/Massive Open Online Courses, MOOC).

APEL didefinisikan dalam Malaysian Qualifications Framework 2nd Edition (MQA, 2017) sebagai proses verifikasi pencapaian seseorang individu bagi satu set hasil pembelajaran yang diperoleh melalui pembelajaran formal, bukan formal dan tidak formal tanpa mengambil kira masa dan tempat. APEL adalah satu proses sistematik yang melibatkan identifikasi, dokumentasi dan penilaian pembelajaran berasaskan pengalaman terdahulu.

Tujuan APEL

APEL diperkenalkan bagi tujuan memberi peluang dan akses kepada mereka yang mempunyai pengalaman kerja tetapi kurang kelayakan atau tiada kelayakan akademik untuk menyambung pengajian di Institusi Pendidikan Tinggi.

Kerangka Kelayakan Malaysia (Malaysian Qualifications Framework, MQF) menerusi Akta Agensi Kelayakan Malaysia (Malaysian Qualifications Agency - MQA) 2007 (Akta 679) telah memberikan komitmen untuk mengiktiraf pembelajaran terdahulu sebaik mungkin. Pembelajaran yang telah diperoleh melalui pelbagai jenis pengalaman yang berlaku dalam kehidupan individu akan dikenal pasti dan akan diberi pengiktirafan selayaknya. Melalui APEL akan membolehkan individu maju dalam konteks pembelajaran sepanjang hayat, ini seterusnya meluaskan mobiliti pelajar dan penyertaan pelajar dewasa dalam pendidikan tinggi.

APEL [a.k.a APEL.Access – APEL.A] dilaksanakan di Malaysia bagi tujuan kemasukan ke Pemberi Pendidikan Tinggi (PPT). Penilaian APEL.A telah dibuka untuk EMPAT (4) tahap kelayakan iaitu:

1. Sijil (APEL T-3);

2. Diploma (APEL T-4);

3. Sarjana Muda (APEL T-6); dan

4. Sarjana (APEL T-7).

Syarat Kelayakan Masuk melalui APEL:

  1. Warganegara Malaysia, berpengalaman dalam bidang berkaitan, berumur:
  1. 19 tahun bagi program Sijil
  2. 20 tahun bagi program Diploma
  3. 21 tahun bagi program Sarjana Muda
  4. 30 tahun + STPM/diploma/setara bagi program Sarjana

       serta

  1. Lulus penilaian APEL iaitu Ujian Aptitud, Portfolio dan Temuduga (tahap Sarjana sahaja).

Accreditation of Prior Experiential Learning (APEL) is a national agenda for Lifelong Learning (PSH) in creating a knowledgeable society. APEL provides opportunities for those who have work experience but do not have or do not have academic qualifications to continue their studies at Institutions of Higher Learning. In general, APEL assessment involves the assessment of knowledge acquired by a person through formal education (academic qualifications), informal (work experience) and non-formal (short courses / Massive Open Online Courses, MOOC).

APEL is defined in the Malaysian Qualifications Framework 2nd Edition (MQA, 2017) as the process of verifying an individual's achievement for a set of learning outcomes obtained through formal, non-formal and informal learning regardless of time and place. APEL is a systematic process that involves the identification, documentation and evaluation of learning based on prior experience.

The purpose of APEL:

APEL was introduced for the purpose of providing opportunities and access to those who have work experience but are less qualified or do not have academic qualifications to continue their studies at Higher Education Institutions.

The Malaysian Qualifications Framework (MQF) through the Malaysian Qualifications Agency Act (MQA) Act 2007 (Act 679) has given a commitment to recognize prior learning as best as possible. Learning that has been gained through various types of experiences that occur in the life of the individual will be identified and will be given due recognition. Through APEL will enable individuals to thrive in the context of lifelong learning, this in turn broadens student mobility and adult student participation in higher education.

APEL [a.k.a APEL.Access - APEL.A] is implemented in Malaysia for the purpose of admission to Higher Education Providers (PPT). APEL.A assessment opened for FOUR (4) qualification levels namely:

1. Certificate (APEL T-3);

2. Diploma (APEL T-4);

3. Bachelor (APEL T-6); and

4. Bachelor (APEL T-7).


Entry Eligibility Request via APEL:

  1. Malaysian citizen, experienced in related fields, aged:

  • 19 years for Certificate program;
  • 20 years for Diploma program;
  • 21 years for the Bachelor program;
  • 30 years + STPM / diploma / equivalent for Master's program;

       also

  2. Pass APEL assessment of Aptitude Test, Portfolio and Interview (Masters level only).
